Chinese Government Policies Supporting Green Building

Green building and energy saving building have received strong support from Chinese policies at present. Liang Junqiang, deputy director of Housing and Urban-Rural Development Ministry of Housing Industrialization Promotion Center, indicated that green building provides an optimal path to the realization of construction energy conservation and promotes sustainable development of construction industry. Therefore, the development of China’s construction industry towards the direction of green building has been an irresistible trend.

The latest Evaluation Standard of Green Building issued in June, 2014 has put into implementation on January, 1st this year. Updated from the previous edition, the latest one has added a chapter of construction management and innovation, encouraging innovation in addition to land saving, energy saving, water saving, materials saving and environmental protection in the last edition. Green building has shown rapid development and the market of public green building industry is expected to reach 720 billion yuan in 2020.

It is reported that Beijing will issue policies to force the adoption of “housing industrialization” in commodity houses project, units that bigger than 0.1 million square meters shall be guaranteed of over 30% prefabricated residential rate. In the mean time, relevant policies promoting housing industrialization have been promulgated one after another. For example, Henan Province is working hard for over 15% prefabricated residential rate while Tianjin is going to launch a prefabricated housing pilot project of 0.2 million square meters. Shanghai aims to complete 2 million square meters of prefabricated housing in 2015.
